Starting in December, new regulations will likely come into effect regarding substances such as HHC or low-THC cannabis, introducing restrictions on their sale. The changes are part of an amendment to the law on addictive substances, which was today approved by the Senate. The amendment, aimed primarily at protecting children from potentially harmful substances with psychomodulatory and psychoactive effects, will now be sent to the President for final approval.
The amendment classifies these substances based on their risk level. According to the new rules, products containing psychomodulatory substances would only be available for purchase by adults, and exclusively in specialized stores, which minors would be prohibited from entering. Additionally, the products cannot resemble toys or candy. The amendment also bans the sale of such products via vending machines and imposes strict regulations for online sales, including mandatory age verification both at the point of purchase and upon delivery.
The Senate’s approval comes roughly four months after the House of Representatives passed the bill. Due to delays in regulating psychomodulatory substances, the government had already moved earlier this year to temporarily add HHC and other cannabis derivatives to the list of banned addictive substances, effective until the end of the year. Currently, the sale of these products is prohibited, and possession of quantities larger than a small amount is punishable by law.
